DotConnectAfrica organization has been very instrumental in bringing the policy 
need of IDNs within GNSO, organizing a workgroup and active participation&nbsp; 
of authoring the IDN guidelines that are now have received voices by the 
relevant communities, government representatives and exercises being taken 
under the IDN fast track.&nbsp;&nbsp;&nbsp; Additionally, others who are also 
involved with the same organization have worked in various capacities towards 
the goal of development&nbsp;of IDNs over the internet.</FONT></P>

particularly those who have their own key national languages will be forced to 
resort to seek issue resolution indirectly via GAC which is not a policy making 
body to express its policy concerns, which is unfair. </FONT></P>

not have the capacity nor the involvement rates to effect much change in this 
area as policy making in IDNs are too complex and decisions need not be flat, 
as local laws which control the carious issues are different for each country.

must be made by the&nbsp; GNSO and ICANN Board to ensure the current 
restructured GNSO is flexible and creative to accommodate this much needed 
group as complimentary and useful to the overarching goals of ICANN. </FONT></P>

long way from its past of having a "flat" view of the world and not 
understanding the underlying realities of how the world is really divided 
today.&nbsp; As a result of the policy accommodations it has made in the past 
on IDNs, ICANN is now being seen as an organization that is beginning to 
understand Internet is a global entity. </FONT></P>

despite that the internet is controlled by USA, ICANN is to be seen as 
attempting to address and accommodate the view that the real world is made up 
of borders, nations, cultures, languages, and local laws etc; &nbsp;therefore 
approving the IDNgTLDS will be just that.&nbsp;</FONT></P>

group applying for the constituency IDNgTLD are made up of businesses, 
non-profits and individuals has in the past voiced that ICANN has operated for 
a decade on the former global view - which naturally pushes the causes of 
interest of the people who are relatively on top of that global structure to 
the front (diverse needed ASCII domains, western company patent rights, western 
lawyer notions of privacy/whois, western ideas of acceptable domain speculation 
/domineering), at the expense of the rest of the world, i.e IDN policies being 
launched a decade later.</FONT></P>

contributed and shaped the policy of IDNs within ICANN; the same group that are 
approaching ICANN to assist in policy and also represent the voices of the
