Dear ICANN,
ICANN is supposed to be open and accountable yet the IRT meetings have been
held in secret. IRT is stacked with corporate lawyers and does not have a
single member to represent domain investors. IRT's Open Letter admits that it
did not have time to properly address all the issues before releasing its Final
Report.
The numerous cases of reverse domain name hijacking under the existing UDRP
demonstrate that any system will be abused by litigants.
Fourteen days is insufficient time to respond to a complaint. Email
communication is unreliable. If the initial email doesn't reach a registrant,
then the second email probably won't arrive either. A certified letter sent 5
days after the initial email will not even arrive in time in many parts of the
world.
I am opposed to the implementation of URS for new or existing gTLDs.
Thank you,
Phil Temperly
