As discussed on our call earlier in the week, and seeing no further comments with the updated version from Bart, will consider the current draft finalized (attached again for your easy reference). This will also serve as a last call, if we do not receive any objections within the next 24hrs, Bart will proceed to post the summary and complete the public comments process. With regard to the specific issue raised by Avri: The topic has not been discussed by the JIG. In order to move forward I have included as suggested language that the JIG will provide clarification in its next report on IDN TLD's. Please note also in this context that according to the FY2013 draft plan and budget one of the proposed projects relates to Universal Acceptance of TLD's ( see page 59, for a brief description), the leader of this ICANN project is already engaged with the JIG. If the members of the JIG approve the final version, I will post it and the public forum can be formally closed.
