Thank you for opening the opportunity to comment on such an important
issue. Since the Internet is growing, so is the demand for attending ICANN
and other Internet related events.
In response to the three questions made:
1. To me, equality of regional rotation is not necessary - at least for
now - since some regions of the world (whether according to ICANN's
geographical classifications or others) are not in a strong position to
have competition or even the relevant resources to host ICANN meetings.
Europe and Asia-Pacific have always shown intense competition with regards
to bids made and the facilities found at suggested venues. In addition, the
majority of countries in these two locations have easy air access, not to
mention the easy visa processing in them - mainly Asia-Pacific.
2. Yes, it is quite sufficient to rotate in an unequal way since weather
could be a constraint for some locations (whether extreme heat or heavy
rain).
3. Mitigating negative impact could include evaluating all submissions
made and setting the strong ones aside for future consideration in case one
of the European or Asia-Pacific meetings cannot find suitable meeting
facilities or other obstacles, thus deffering to these locations.
