To whom holds the power to accept or reject this plan,

If you insist on approving this please at least drastically increase the
cost so trademark holders are encouraged to do some due diligence.  At $200
I just know they will shoot first and ask questions later which is a nasty
form of abuse.  Increase the panel size to be at least five people so no
lone ranger type can run away with the system.

Just don't make things worse please?  The trademark holders have a lobby in
every office including yours clearly.  They will not slip quietly into the
night they will go down kicking and screaming or they will adapt.  Please
don't do their dirty work for them.

Just say no.
