I don't know but can ask experts here and get back to you.
While I have you on the npoc-voice list, and any others entitled to vote:
Please vote soonest if you have not - I understand that we have not yet
reached the 10% participation - NPOC will have legitimacy issues if we
don't reach that minimum threshold. It may mean losing financial support
from ICANN and our sponsors.
If you have not received a ballot and feel you should, cannot find it in
your spam box or has been sent to someone else in your organization, please
make a special effort to reach out to them and tell them to vote, please.
In case of any doubt, please check with the ICANN Electoral agent - Glen de
