Do we know that the term “ International Legal Personality’ equates with “if an 
NGO reaches sufficient size and international recognition”

Let me try to help out here. It does certainly not mean that. It means that a 
small number of organizations have a global role to play for the the 
overwriting common good based on international treaties. In fact we are talking 
here about a very small number, about UN + 10. And even this is not important 
in this context, it’s all about moving away from naming specific organizations 
and start thinking and defining generic criteria's. If we just manage this 
step, a lot will be achieved. The details will then be decided in endless 
meetings but with time and wisdom.

While I have you on the npoc-voice list, and any others entitled to vote: 
Please vote soonest if you have not - I understand that we have not yet reached 
the 10% participation - NPOC will have legitimacy issues if we don't reach that 
minimum threshold. It may mean losing financial support from ICANN and our 
sponsors.

If you have not received a ballot and feel you should, cannot find it in your 
spam box or has been sent to someone else in your organization, please make a 
special effort to reach out to them and tell them to vote, please.

  I agree with this proposition.  While it does appear vague, I believe that it 
adequately expresses that if an NGO reaches sufficient size and international 
recognition that it should receive protection/exemption in the domain naming 
space.  Thank you so much to our NPOC delegates in Costa Rica for working on 
these issues.



  Additional reminder about the NPOC monthly call tomorrow.  Due to the ICANN 
meeting our call has been moved up in the day.  The NPOC call will be occurring 
Tuesday, March 13th at 11:00 local time (San Jose, Costa Rica).  This

  Greetings from San José. As Acting Vice Chair, I would like to consult you on 
an important issue:



  Context: Given the tension here on the IOC and Red Cross exemption (some of 
us call it protection) and the Drafting Committee Chair report to GNSO this 
morning - we find it wise, for the benefit of our current and future NPOC 
members, as well as the ICANN Community at large, that NPOC promotes and 
supports a) the proposal from the WG and b), in a broader manner, the generic 
extension of this protection based on avoiding the setting of a precedent, and 
based on objective and independantly verifiable criteria to define who or who 
does not qualify:


  Proposition:
  Would receive new gTLD protection: "Any organization operating globally in 
the public interest and enjoying International Legal Personality in the country 
where its Headquarters are located, and its members."



  Thank you for your attention to this important matter. Please respond by 
Tuesday 13 March 17:00 San José time.
