Hi Caroline, I agree with your sentiments.

Alain and others, thanks for taking the steps necessary to expedite the 
appointment considering the circumstances.

It would be great if the issue of the membership process - which has bogged 
down our constituency for over a year and a half - was handled as quickly.  The 
constant handcuffing of our constituency around this issue by the NCSG is 
beyond troubling.

To repeat what has already been clearly stated:

1) Cintra was appointed as Acting Vice-Chair of NPOC to replace Lori Schulman 
who resigned for personal reasons (these are confidential and called for quick 
discretionary decision-making by myself); This was a fast track appointment 
decided exceptionally by NPOC-EC members in Toronto (Klaus, Marie-Laure, 
Eduardo and the undersigned, so 4 out of 5 seating EC members as Judy Branzelle 
was not available  for urgent consultations). This decision was made quickly to 
respond to the needs and request of Lori, again for confidential personal 
reasons. This was all explained on NPOC-Voice.
2) Given the pace at which NCSG-EC works, the NPOC appointee to NCSG-EC to 
replace Lori, which is not automatically Cintra but she is not excluded as a 
candidate, is less urgent and the NPOC membership needs to be fully consulted 
anyway, as always. This will first be discussed at NPOC's November monthly call 
with the membership at large and then posted on NPOC-Voice for nominations.

I can't think of a process that would be more open, transparent and accountable 
to the membership.

the NCSG-EC.  He said that would be a separate appointment after he did some 
consultations.  So there seems to be some confusion as to just what role you 
have been appointed by NPOC.

The Vice-Chair of NPOC is not necessarily the NPOC representative on the 
NCSG-EC.

It is very important for NPOC to clarify what these roles entail and what is 
the process for making their appointments.  The process should be open and 
transparent and accountable to the membership, so these matters should be 
clearly explained as soon as possible.

Thanks for your kind words.

Cintra's appointment is interim until we can have elections.

The NPOC rep on NCSG EC will be separate and interim too until elections. I 
will advise soonest I have done all the necessary consultations.

I will shortly write to you separately on following up on NCSG-EC business as 
per our Toronto meeting.

& Tobago ISOC Chapter to that position.

Hackshaw for their collaboration and support in making this interim appointment

in delivering the NPOC Side Session at IGF 2012 in Baku in a couple of weeks.
