ICANN REQUIRES CONTINUOUS GROWTH

ICANN is a growing organization. Budget constraints should not forego or 
confine continuous improvement plans and projects for the organization. 
Obviously, the proposed operating plan and budget for fiscal year 2010 has a 
negative change compared to FY09. With respect to global economic downturn, the 
community can respond positively by exploring additional revenue options for 
ICANN than to consider reduction in expenses in such situations.  Suggestions:

1. A slight increase in pecentage for the existing revenue sources (especially 
Registrar, Registry, RIR & ccTLDs) could be imposed, to see ICANN sail thru 
this tough times.

2. The idea to eliminate certain ICANN projects and programs is OK but may go 
against some of its strategic operational plans and objectives. Instead, 
nurture these projects/programs to contemplate on self-reliance.
For eg., I was an ICANN Fellow to 31st Meeting. To support ICANN Fellowship 
Program towards its continuation, fellowship-alumni members can do more (of 
course with direction from ICANN) than mere contribution to lists and their 
local communities. ICANN may engage some or all of the fellowship-alumni 
members in collaborative research activities with other organizations of 
interests (possibly sponsors of ICANN meetings), to increase their sponsorship 
for the fellowship program or generate revenue for ICANN. With variety of 
profession/experiences in alumni, I believe it will be a prospect for corporate 
firms to consider. And there is no better way to increase participation in 
ICANN community than extensive involvement.

University of Technology in Papua New Guinea, funded by the government of 
Taiwan and approved by the government of PNG; to bridge the digital divide in 
the country and the Asia Pacific region. ADOC is semi-governmental and 
not-for-profit organization aimed at rendering ICT education service in the 
country.
