For discussion at the November 2nd Task Force meeting, attached is a
preliminary report of Rapporteur Group B.  Thanks to everyone on the
Group for their time, hard work, and attention during this accelerated
schedule.  Particular thanks to Ken Stubbs who participated in every
call notwithstanding a family medical emergency.
