Transparency and accountability issues have plagued
ICANN since its inception, and now you seek a
comprehensive analysis supplemented with thoughtfully
articulated and innovative proposals within a scant
fifteen days... how very considerate of you.  

May I suggest a better way forward?  

Ask those that have raised transparency and
accountability concerns to join an ICANN Task Force
that would address these issues.  Give them a suitable
period of time within which to deliberate and prepare
a set of proposals.  Fund the initiative.  Publish the
proposals.  Offer a public comment period of
reasonable length.  Put the proposals that emerge
before the Board for final consideration and
implementation.
