No, this is not madness at all. 
You are asking in effect for the DRSP to make the decision. It is the Board who 
has to make the decision. 
If you force the board to obtain a supermajority to overturn a "recommendation" 
of an advisory panel it is no longer an advisory panel it is the basic decision 
maker. And _that's_ madness
