Q. How will the identified support be allocated to applicants that  
meet the criteria?
A. A panel reviews applicant's request for support and allocates funds/ 
fee reductions/services
-Who could be on this panel?
-is there an appeals process?


B. First-come first served.
-self identifying needy applicants get in line and take specific  
support until that support is exhausted.
C. Clearinghouse
-needy applicants are introduced to parties willing to provide support  
(or vice versa) and they work it out.
D. Other ideas?
