At the second point of the African Statement sent by Tijani, he put.
 
" The support should include, but is not limited to the following:" , and then 
he mention some points to consider 

I want to add to this points and ask for consideration of the WG the following
 
The support or help is not at the time of the application, also is needed 
before and after

as the Red Cross said in it comments "Significant outreach and education 
efforts are needed and should begin immediately and then increase once the 
final Applicant Guidebook is released, allowing for the ability to timely ask 
questions and seek guidance."... "In the outreach the provided information 
should address the application process as well as information of interest to 
those not applying for new gTLDs (e.g. objection procedures, rights protection 
mechanisms). Also, advice about the technical requirements for operating a new 
TLD "...."Outreach should occur in all five ICANN regions and ICANN should 
provide live, in-person seminars open to the public, rather than only posting 
educational information on the ICANN website or hosting webinars".
 
I particularly agree with this statement because I consider strong outreach is 
the way to give the same opportunity for all who want to apply for a New gTLD, 
and because "Our work is in the sense to mantain or make grow the namespace 
diversity",giving an idea of plurality and inclusiveness..

And having in account especially the Protection to Registrants, we can think in 
recomend stablish some  funds of reserve or another kind of support for cases 
where the Registry operator ( who received initial support) (or their 
operations) failed.  I believe this make sense. The idea is to provide in that 
cases some support to this Registries, but only in safeguard of the 
registrants. I believe could be another kind of support available meanwhile to 
be determinate or not the continuity of  Registry operator.

Hi,
 
As promised during yesterday’s call, here are the key points of the African 
statement:
 
·        The following categories are eligible for support: 
o       Geographic, cultural, linguistic, ethnic, and more generally community 
based applications 
o       Civil society, NGOs and not for profit applicants
o       Entrepreneur applicants from countries, where the market is not wide 
enough for a reasonable profit making industry. 
 
·        The support should include, but is not limited to the following:
o       Financial, by reducing the application and the on-going fees
o       Linguistic, by translating all the application documents, especially 
the Applicant Guidebook,  in the six UN languages
o       Legal, by assisting the applicants in preparing their applications 
properly.
o       Technical, by 
§         Helping the applicants to define the infrastructure options,
§         Addressing the issue of infrastructure problems such as IPV6, DNSSEC 
etc.
 
·        Cost reduction: 
o       Waiving the cost of Program Development ($26k). 
o       Waiving the Risk/Contingency cost ($60k). 
o       Lowering the application cost ($100k) 
o       Waiving the Registry fixed fees ($25k per calendar year), and charge 
the Registry-Level Transaction Fee only at its minimum applied value ($xxx per 
domain name registration or renewal).
 

The reduced cost to be paid incrementally
