arabic script is less than 1% of all web content, and arabic is the first 
language of 8% of the world, but it is not ''needy'' in the material sense

Eric Brunner-Williams: the roma are certainly disadvantaged in europe
Karla Valente: this is from the New gTLD Policy Implementation Guideline: IG N 
ICANN may put in place a fee reduction scheme for gTLD applicants from 
economiesclassified by the UN as least developed.

created ''palestine'' as a statistical designation -> ps in iso3166 -> .ps

Israel.  I doubt we will see much movement in the UN in favor of the Roma.

they might have rules regarding additional funding
