Please see attached the Draft Milestone Report v 2.19,   incorporating the 
revisions discussed today.
We stopped at line 321 (before 2.5). Below is 2.4 b we agreed to discussed via 
e-mail.

To be discussed:

2.4 b)  3 years to 6 months, this duration still being twice the duration that 
is currently defined in the ICANN gTLD Registry Failover Plan of 15 June 2008.
