Colleagues,

Via the MENOG (Middle EAST Network Operators Group) mailing list, an announcement of a program to assist engineers from developing countries to attend a technical meeting of some significance.

Food for thought.

On a related note, while I was CTO at CORE I asked CORE's ExCom to provide unrestricted support for the NSRC's Introductory Registry Operations Course (IROC) and Advanced Registry Operations Course (AROC). This expanded the general support for the ROC events in Guatamala and Mali from the NSRC, ISOC and ICANN, to that plus CORE.

That, operational competency development, is another form of assistance. More food for thought.

I've attended the ccTLD Tech Day several times, usually a Monday in ICANN week, and I've attended the Registry Constituency meetings quite a few times. The former seems a better model for the delivery of "how to" models to qualified applicants than the latter.

I'm not suggesting getting on the ccTLD Tech Day agenda, only that the informal and "how to" format is something to consider delivering to the local and remote meeting participating staff of qualified (and non-qualified) gTLD applicant and eventually the new gTLD operators.

As there is no compelling need to meet with Registrar Constituency, now that the Board has settled on integration as the VI choice, and the Registry Constituency is limited to parties with registry contracts, "Constituency Day" seems without fundamental schedule conflicts for qualified applicants as a body to begin to receive the "how to" assistance the Community has offered to provide.

Meetings as opportunities for application and eventual operational competency development. More food for thought.

Finally, as the shock of the Board's reversal of its Nairobi position on consolidation in the industry has worn off (slightly), it occurred to me that a form of assistance implicit in job mobility could be institutionalized in the form of paid internships at existing registries for the operational and business staff of qualified applicants.

The Internet Society has announced that it is inviting applications for
its latest Internet Society Fellowships to the IETF, part of its Next
Generation Leaders (NGL) programme (www.InternetSociety.org/Leaders).
The Fellowship programme allows engineers from developing countries to
attend an Internet Engineering Task Force (IETF) meeting.

As you know, the IETF is the Internet's premier standards-making body,
responsible for the development of protocols used in IP-based networks.
IETF participants represent an international community of network
designers, operators, vendors, and researchers involved in the technical
operation of the Internet and the continuing evolution of Internet
architecture.

Fellowships will be awarded through a competitive application process.
The Internet Society is currently accepting fellowship applications for
the next two IETF meetings:

  * IETF 80, 27 March - 1 April, Prague, Czech Republic
  * IETF 81, 24 - 29 July, Quebec City, Canada
