Dear Group members,
As discussed in length with Evan, I do think that we need other
constituencies to join the WG. In any case, even if the GNSO approves the
charter, any other partner will enforce it.
In the mean time, I support the proposal of Alan to go ahead with the
maximum of efficiency to have deliverable ready on time to be included in
the process before the lunch of the first round.
On the other hand, I would like to express my disappointment regarding the
attendance of the Thursday session in Cartagena. But Im so happy that the
African meeting and the statement it adopted influenced positively the board
behaviour regarding our WG (I sent the statement officially to the Board
secretariat, and informally to my friends among the board members).

Based on the Board resolution and Katim's intervention, I would
suggest that this group proceed at full speed, regardless of the GNSO
chartering status.
