And there are others asking for the source of this request and getting no
answer.

This was not a request from Board Chair to Chartering Org Chairs, this was
an informal, ill-informed request that bypassed not only the chairs of the
chartering orgs but even the chairs of this WG.
So to me this "request" is barely above the level of confirmed rumour, and
as a result the WG *wasted* 90 minutes of its members' valuable time just
determining the legitimacy of the request.
