FWIW, Alex Gakuru made a similar suggestion on the telecon; he referred a
'concept paper' and as use example, brought in the practice well known in
the academic world, especially to us in the south when we attempt to
participate in projects sponsored by multilateral agencies
or philanthropic organizations.
