Michele,

I look forward to your objections to a proposal that support consistent
with Recommendation 20 can include a registrar component.

You asked "How can ICANN bind itself to a contract with itself?" This
doesn't appear to me an answerable question, but your point has been in
this exchange of notes that ICANN may not, without adverse conflict of
interest or competition policy consequences, allow even a single applicant
to use support resources to instantiate its own registry platform. 

I'm curious what the ultimate reach of your argumment is. What may ICANN,
without the harms you've identified, allow one or more applicants to do,
severally and jointly, with resources provided by a program developed in
response to Recommendation 20?
