Dear Carlton,
Thank you for your feedback! We will go ahead and use the terms agreed.
For the record, here is some rationale:
#1 - Developing Economies Support Program This is more specific, particularly
to the target audience - the developing economies. It makes it easier to
communicate and call attention to. I also considered something more
self-explanatory like: Developing Economies gTLD Support Program", but it is
very long and maybe too technical with the term gTLD.
#2 - ICANN gTLD Support Fund. It is more specific and gives ICANN more
flexibility if it decides to have other funds in the future for other needs.
#3 - Support Candidate, Support-Qualified Candidate, Support Recipient. The
main concern was combining the words "support" with "applicant". This could
confuse people with customer support for (new gTLD) applicants. Also took into
account all the info ICANN publishes about the new gtld program and how much
the word "applicant" has been used. This way we know someone is a "candidate"
for support that, once qualified, becomes an "applicant" in the new gTLD
program.

Dear Karla:
You beat me to it! I am very pleased with your assistance here. I was
prepared to lock on all in the concurring suggestions and Krista's different
offers excepting the name of the Fund; ICANN Fund was too generic.
I think Staff suggestion for fund name in #2 is supportable and is locked.
I prefer Staff's suggestion for #3; it is a lot more rational. It is locked.
Yes to banishing from use the terms 'needy', 'relief' and 'aid'; I am
fundamentally opposed to the notion that this is charity.
Best,
Carlton

Dear Carlton, Rafik,
We received few comments via e-mail on the terminology clarifications issue, as
per August 2 agenda. Below is a summary of final terms Seth will start
incorporating into the Final Report, unless we hear from you otherwise.
Please note that # 1, 2 and 3 have staff suggested alternative terms. I can
explain to you my rationale for the suggestions during the meeting tomorrow.
That said, can we please add 5 minutes to the agenda to close on this issue?
1. Name of the program being proposed. Is it Support Development Program
Evaluation Process?
Applicant Support Program for the name of the program itself,
and Support Evaluation Process for the process of evaluating those requesting
support.
Staff suggestion: Developing Economies Support Program
2. Name of the foundation that is to hold the $2M or other donation.
The ICANN Fund
Staff suggestion: ICANN gTLD Support Fund
3. Name for the applicant asking for support
"Support-Requested Applicant" for those in the queue and "Support-Qualified
Applicant"
Staff suggestion:
Support Candidate
Support-Qualified candidate
Support Recipient
4. In-kind services - have we agreed on this term for any non-financial
support offered?
Final term: Non-Financial Support
5. Developing economies - we still use, countries, nations, etc....
Final term: Developing Economies
6. Support Eligibility criteria - how about this instead of qualification
criteria?
Final term: Support Eligibility Criteria
7. Support and relief - will we use these terms in combination? Should
add to glossary.
The word 'support' refers to help and/or assistance, whereas relief is the
removal or lightening of something oppressive, painful, or distressing.
Final term: Support
8. Support Application Review Panel (SARP) - is this final?
Final term: Support Application Review Panel (SARP)
Other terminology related issues:
* We are not using aid, needy or relief in final report.
* We will use financial support as opposed to non-financial support.
Process Note:
Seth is working on defining the terms above and adding to the glossary. As more
terms require definition, we will continue adding to the glossary. Note that
final glossary check by the WG is schedule for August 30.
