What if the applicant doesn't run their own registry OR doesn't get involved in 
a shared one with other qualified applicants? ie. what if they reach an 
agreements with Neustar, Affilias or someone else?

The language seems to apply to only two scenarios and makes the assumption that 
applicants will either do one or the other
