Dear all,

After the proposal submission to ICANN on 16 March 2004, there have been some 
changes to DotAsia Organisation Limited (DotAsia; the sponsoring organisation 
of the .Asia bid).  The changes help DotAsia to have even broader community 
representation.  This message intends to help you get a clear picture of the 
up-to-date situation of DotAsia.  Here are the updates:


As of this moment, the organisations which have signed Letter of Intent (LOI) 
to join DotAsia as members are:

Finally, I think it is worthwhile to re-emphasize the following points relating 
to the DotAsia Organisation and the .Asia bid in order to avoid possible 
confusion:

- DotAsia is a not-for-profit membership-based organisation with bottom-up 
structure.

- DotAsia's membership is opened to all eligible ccTLD managers and regional 
Internet/Telecom/IT organisations in the Pan-Asia and Asia-Pacific region.  

- Most, if not all, of our ccTLD members have close ties with their governments.

- DotAsia will continue to recruit members and seek inputs from the community 
even after DotAsia successfully gets the delegation of .Asia TLD from ICANN.

- Surpluses from the operations of DotAsia will be reinvested in 
socio-technological advancement initiatives relevant to the Pan-Asia and 
Asia-Pacific Internet community.

- As DotAsia will have contract with ICANN if ICANN delegates .Asia TLD to 
DotAsia, DotAsia will strictly follow the policies and guidelines developed by 
ICANN in all areas including, but not limiting to:

        - IDN
        - ICANN/IANA DNS Root
        - Whois

- Although ccTLDs are the key members of DotAsia, DotAsia's operations will be 
totally independent of individual ccTLDs' operations.

- DotAsia's technical operations will be fully standards-compliant.

- Registrants under .Asia will be required to declare their proof-of-presence 
eligibility and be subjected to the CEDRP (Charter Eligibility Dispute 
Resolution Policy), which will serve to curb abusive registrations.

- While the policy-making framework of the Board and the Advisory Council 
provides a foundation for broad cross-section participation and solicitation of 
public input, the policy-making processes of the DotAsia registry will serve to 
further ensure a community-based bottom-up approach.  Not only are members from 
a diversified base invited to raise issues of concern and matters of policy 
creation and amendments relevant to the DotAsia registry, the community at 
large will also be part of the policy-making process.
