Japan Network Information Center, JPNIC, has organized a study
group called "JPNIC Domain Name Policy Study Group" .

gathered and discussed for your reference.

What matters in solving spam issues is "to identify the spams (and
process or delete before receiving them in the mailbox)" but NOT "to
identify the non-spams". Even if the mail sent using .mail TLD
guarantees "spam-free" status, this will not bring any benefit to
receivers. Furthermore, there is some risk that the registered .mail
domain name is used by a spammer in his sending spams using a fake
sender's address. This could occur the situation in which the valid
registrant is considered as a spammer by receivers despite the fact
that he/she has registered .mail in hope to get a guarantee that the
registarnt is not a spammer. I therefore stand against the creation
without any proof of technical advantages.
