The GNSO should reject motions 1 and 3 respecting the WHOIS database and
adopt motion 2, in favor of further study respecting the best approach
to balance the interests of all. Removal of identifying information from
the public WHOIS record, as contemplated by both motions 1 and 3,  would
make it far easier for those who perpetrate online fraudulent schemes to
hide. The OPOC proposal is insufficient to prevent this result, as it
insulates the true operator of the site and removes that operator from a
contractual relationship with the registrar. While there are legitimate
privacy concerns to be addressed, an appropriate "middle ground" has not
yet been identified, meaning that further study is absolutely necessary.
