Topic:
Stop the studies already!

Hypothesis:
We've spent far too much money studying WHOIS when the problem is one of 
political stalemate, not lack of information.  Until there's a way around the 
blockage, further studies are useless and subject to the same spin.  

How the hypothesis could be falsified:
By ICANN action to terminate forced disclosure of registrant information.

Utility:
It could lead to a recognition that "consensus" is bogus when the relevant 
interests of individual registrants are unrecognized in the mix.  

Type of Study Needed:
A study of the political economy of rent-seeking and process-capture. 

Data that needs to be collected:
The number of actual non-overlapping participants in discussions of the 
Business Constituency, IP constituency, and ISP constituency.  

Population to be surveyed:
