I thought there was already a .su ccTLD, but it just was not used ? Although it's nice to have a freely-availible system of allocating names, such problems like the etoy.com vs. etoys.com debate could have been solved a long time back, if to get a .com domain, you had to show company incorporation papers in multiple companies, else you would be asked to go for .co.us or .co.uk.
