That's assuming only businesses use domain names. This may come as a shock, but the majority of Internet use is for personal communications.

Austalia is about the last place you'd want to base a global model on. They have among the most onerous internet restrictions in the free world.

Most of the ccTLD had the silly restrictions you mention. In this environment, Internet, whose policy was "if it's not taken you
can use it" prospered into the 14.6 million (as of today) COM giant that it is.

If you want a tld to fail, impose an arbitary and capricious set of restrictions on it.
