My learned fellow, the case of preregistration in .web is NOT pioneer preference. The pioneer preference situation is---- there is no preregistration, and registrars who interested in .web registarion compete with each others. The IOD is the sole registrar in the agreement with IANA. It is a "passive" pioneering not an active one with gambling risk! If an agreement could be the cause of "pioneer preference". Everybody could be a pioneer. "Pioneer preference" could only be given to people with NO preference! :-)
