        I agree that the proposed rules set the barrier to nomination too high. Taken separately, the justifications in the staff comments seem unobjectionable, but collectively they will only serve to minimise the number of nominations. Given that ICANN has no idea how many nominations will succeed in surmounting the hurdles set up in these rules, how can it guarantee that there will actually be any candidates on the final ballot (apart from those nominated by the NOMCOM)?
