The MAC proposal, especially coupled with a ballot sorting protocol such as the IRV, will ensure that all the seats are filled, whereas the staff's proposed rule may have set an insurmountable threshold requirement.  Another possible outcome of the staff's threshold for nomination may mean that, given the timeframe, many candidates will be under-resourced for effective campaigns unless already organisationally sponsored or ideologically focused to an unhappy extreme.  The upshot of this might be an absence of At Large voices altogether or a plethora of voices already too audible.
