My understanding of .eu is that it is intended for offices of the EU administration, akin in a sense to the US .gov pseudo-gTLD or to almost any *.int       Why the EU needs its own TLD while e.g. NATO can get by with *.nato.int is is another matter, but I don't think .eu will (or can) be prone to the misuses you are worried about.
