What happens to comments |

From the point of view of the ICANN staff, what happens to comments is that (1) the
ICANN Board is encouraged to read them before taking any action on the subject;
and (2) the ICANN staff carefully reads and summarizes them for the Board.
As the staff member responsible for ICANN's policy initiatives (such as the At
Large elections), I can assure you that I read all of the comments. When we
post policy proposals for public review and comment, I nearly always find good ideas
leading to significant improvements in the draft policy.
