mnorris is right, nomination is not election.  I too do not know of any systems where voters can each only make one nomination.  If ICANN are worried about floods of nominees, that will only happen if each voter nominates masses of people.  This is unlikely as any voter will likely only feel like supporting a limited number of potential candidates. Perhaps they could limit every voter to making 5 or 10 nominations. Certainly 1 is ridiculous and smacks of trying to make self-nomination as difficult as possible.
