I'm not really sure democracy is about only letting so-called
"smart people" vote... it seems like the idea-- at least for most governments-- is
that everyone votes-- because the government is supposed to be accountable to the
general public and not just to a small, defined elite. In that sense,
wouldn't it make sense to open it up to those under 16 who take an interest in the
process? Why should their rights be any different? And by extension,
shouldn't ICANN at-large membership be open to those under 16? I find it hard
to come up with an acceptable justification for doing otherwise.
