I too would like to know what the difference between the ICANN staff and the evaluation team is.  I think that the "staff" takes responibility for the "report" and the team referrs to financial and technical subcommittees.  To what extent Mr Stubbs is represented on one or the other isn't really clear.  On the one hand it looks like ICANN is try to act as though they did IOD a favor by asking to have some special consideration given to IOD.  Were these same ICANN representatives then taken aback by the negative reviews provided at the second look?  Were they then so appalled that they felt compelled to convey all these negative feelings in the report?  It really sounds strange when IOD has really spent up to 5 years preparing for the opportunity to put forth that application and tried to work with ICANN in the most up front manner. I get first dibs on the book rights! Oh never mind NSI would probably steal that from me anyhow.
