page show up if there is no web site?

Thanks to Verisign stealing all unregistered domain names, you can now go to
web sites that don't exist - really!!!

Something is seriously broken when you point your web browser to something
like:
        http://www-make-up-something.com
and you get a web site that says the web site does not exist???

                "We didn't find: "www-make-up-something.com"
"There is no Web site at this address."

What the heck!!! - how can you have a web site on the Internet that states
it does not exist when you go to it???

DNS finds it and a web server displays a web site page for it.

If this works for Verisign, then I must be able to come up with a way to
prove I am not taking somebody else's money while I am reaching into their
pocket and removing loose change.
