update to the EuroISPA amendments to the ICANN drafts

The EuroISPA suggestions for amendments to the NSI/IANA fourth 
iteration have been considerably revised over the last several
days.  The current revision can be seen at

We propose extensive changes to the Articles of Incorporation to
define the basic purpose, activities, and assets of the corporation
and to limit the Board's abilities to change these.  The proposed 
Articles are derived from the 4th draft articles and can be used to
directly replace them.

We also propose a very limited number of changes to the Bylaws,
including a relaxation of the conditions for modifying the Bylaws
(because the limitations on directors' powers added to the 
articles make strong restrictions on the directors' powers to 
modify the Bylaws unnecessary).
