hold-my-breath-until-I-turn-blue rant as much as the next guy, but the history 
of WhoIs suggests that a better approach might be to get the first study 
(misuse) done, thereby making the others easier to 
move.</div><div><br></div><div>From my high school Latin days, I am partial to 
the lessons learned by reading "Cicero's Orations" which revealed the value of 
getting others to come to think what you wanted was their idea in the first 
place.&nbsp; We can do that here.</div><div><br></div><div>Praise fellow 
Councilors for their persistence, thank the staff for its perseverance, confirm 
the date for the release of the misuse study and get a commitment that the 
other three will follow.</div><div><br></div><div>My view,
