FYI, attached is a diagram showing a typical GNSO working group process flow. Basically the steps are: * create draft report * collect Round 1 constituency statements * Initial Report (with Round 1 constituency statements included) published and sent to Council * Public comment period * Create new draft addressing public comments * collect Round 2 constituency statements * submit final report I suggest that we follow the model since it is well-known, provides formal mechanisms for input from constituencies and the larger community, and thereby enables the Council to have informed deliberations on the issues.
