One thing is the position/declaration that something is a consensus policy.
That is an attribute of the GNSO Council. If it denies to do so, this is
like a decree that that point is not consensual.

Another thing is the free and fruitful exchange of ideas and opinions in
order to achieve better understanding of other points of view. This can be
an expedite way either to achieve consensus or to conclude that a point is
not consensual. Anyway the Board can make a more informed decision.

Think we could propose some rules in order for these CCWGs not run in the
wild and that would be the charter of a first "wild" CCWG.
