you are using the terminology user and registrant but do not explain the
generalised
difference wrt GNSO policy.
A registrant has a contract with a registrar and a user a contract with an ISP.
But so what?
All registrants are users though not all users registrants. But so what?
Some registrant objectives will differ from other registrants.
Some user objectives will differ from other users.
But I do not see a "generalised" difference in principle?
As a god faith registrant I want the Internet to be a safe place to do business
and
communicate.
As a good faith user I want the Internet to be a safe place to take advantage
of business
offers and communicate.
Where lies the real difference wrt GNSO consensus policy?
