thanks for the clarification.
Support it re description of at large involvement.

The reference to root and branch reform was merely a placeholder recognising 
that today
everyone else is IN the GNSO but at-large is not.
So the re-organisational challenge facing any new non-commercial group is 
potentially
greater.
That was all that was intended.
Happy to re-word to suit all parties.
