I wonder if this could be (mis)read as us getting ahead of ourselves...are we
intending this recommendation to be separate from our DRAFT Advice
Or are we saying that IF our Advice is considered and accepted then one of the
things that would have to happen quickly is....collection of metrics and
publishing of baseline data>"
"In addition, the Working Group anticipates that ICANN's board may want to have
definitions, measures, and targets established early enough to become part of
ICANN's management objectives as it evaluates and delegates new gTLDs starting
in 2013. Therefore the Working Group recommends that ICANN staff begin
collecting the proposed metrics and publishing baseline data as soon as
possible.
The ICANN Board should also consider the resource requirements for collecting
new metrics, both in terms of internal staff and expense for external
third-party assistance with surveys and other data collection requirements."
Or perhaps I've just read it too closely!!!

Here's v6, reflecting discussions on our 14-Feb working group call.
21-Feb is our last call before ICANN posts this draft advice for community
review and comment. So please REPLY ALL with your last round of edit
suggestions -- before next Tuesday.
You'll see our changes to Consumer Choice measures, plus a row I added for IDN
and non-English choices at Registrars - not just at Registries.
We made multiple changes to measures for Competition, including the
controversial step of suggesting targets for "defensive registrations" and
"new entrants". Let's consider these carefully...
And I added appendix B to show the note from ICANN legal department on
collecting prices. Below that note, I added this:
Note: While this legal concern is appreciated, the Working Group notes that
none of the measures suggested in this draft advice document would require
ICANN to issue any recommendations for how registrars and registries price
their domain names.
