Marilyn -

The registrar view is broader than solely registration issues. 
Registrars are concerned with the application process and registration 
of a domain name, in addition to the use of that domain name within the 
DNS (i.e. its ongoing delegation and management).

We are also concerned about adopting any definition that takes us beyond 
the scope of responsibility of the GNSO and ICANN such as the areas of 
networking, web content and internet applications.
