Thanks, Steve, for providing edits on Olof's redraft. I will confer with
David regarding the text provided in the "overview" section as regards the
BC members acceptance of the redrafted text, as proposed by Olof, and as
edited in your posting. 

I note one significant omission which I will mention again and ask to have
included in two places. I have provided language before for this. I am not
sure why it has been dropped out in the report, but it doesn't seem a
controversial addition/edit. It merely states what the supporters of
Formulation 2 have stated more accurately.

The BC has asked to have recognition of the use of WHOIS to resolve network
attacks and harmful efforts targeted toward web servers and networks; this
keeps slipping out. It is not merely phishing, or cybercrime in general, but
targeted misuse of the domain name to operate efforts directed toward the
networks, such as DDOS attacks, etc. 

However, on a second point, which concerns the BC.  The BC does not support
"selecting" which contributions to summarize. This establishes a very bad
precedent for several reasons, including the issue of how to decide what to
summarize and what to omit. However, it is also a bad idea for any hope of
furthering participation by parties in the public comment period, and also
overlooks the importance of providing a full record in the report. Of
course, there should be a link to the archive of all contributions, but that
is really not the issue. The report is a factual portrayal and becomes a
relatively stand alone document and resource, as we progress policy
development work. 

That is why we will end up voting on the report, to show the TF's support
for the completeness and thoroughness of the work of the TF. 

At present, the Council has not established guidelines for making subjective
decisions about what to summarize, or what to omit from summarization. The
operating assumption today is that all contributions should be summarized. 

We ask that the policy staff undertake the completion of the summary of the
rest of the public comments, and provide a time line for when the work can
be completed.

Thank you Olof for this constructive proposal.  Attached please find a
few small edits which I believe would improve it. I am also concerned
about the precedent set by failing to summarize many of the comments
received.  I assume this will be a topic for discussion tomorrow.

While supporting the public comments report as originally drafted, I
have also followed the ensuing discussion and I am keen to advance
matters. In order to do this in a pragmatic way, I have prepared a
slightly reedited and updated version. See attached.

Hi all:

Based on the feedback I've seen so far, most people (including
Councilors) seem to prefer the call on Tuesday.

So we will have our next call on Tuesday, March 14 at 9:30 AM EST.

During the call we will discuss:

1) The final report on the purpose of Whois.  Any suggested edits to the
report should be submitted no later than today.

We will vote on the report (including which formulation you support)
during the call.

2) The NCUC's procedural proposal.
