it is a design team charged with looking into charters on the subject of IDN 
GTLDs
it has produced one charter already the JIg.

we are now discussing the rest of the issues that may, or may not, be pertinent 
to new chartered work items.

and Eric's note is one in which we attempt to flag an implementation issue that 
we have discussed that the council may or may not be interested in and in their 
management capacity may decided to do something about.  or not.
