That makes sense Jeff.  Sometime between now and the Council meeting next week, 
a decision is needed regarding what list to use.  It seems to me that it would 
be better to use the broader list for possible temporary registrations if 
needed because it would minimize the possible number of registrations happening 
and that later might have to be reversed or handled otherwise.
