Julie,
Thank you, I thought you did good work on this in a very short time period!
The document indicates that the IPC does not have term limits for constituency
officers. The IPC charter section regarding constituency officers is Section
IV, and term limits are described in this section (see Section B. Terms of
Office.)
The document also states that: The IPC web site or charter does not appear to
describe processes to encourage global participation. This is a specific
responsibility assigned to the elected officers of the constituency, who are
charged with "reaching out to any other interested IP groups around the world
and encourage them to participate in the IPC." see Section IV. IPC Officers,
Subsection C (2) F. Powers.

In the IPC, both Category 3 (international intellectual property organizations)
and Category 2 (local, state, or purely national intellectual property
organizations) members are entitled to vote. See IPC Charter Section III. IPC
Council, Subsection D. Also see Sections VI. Elections. Subsection 6.

Julie thank you. I think we ought to have given you some more guidance as I'm
afraid the exercise is too limited at present to be of real use. It may be that
the team needs to identify other criteria for inclusion.
I note that the IPC has classes of membership and not all can vote. In fact
-only international organizations can have a vote.
I filed a Minority Report detailing issues with "participation" in the IPC. You
will see why membership eligibility and admission templates do not encompass
these sorts of issues -nor does our chart in so far as it is similarly limited.

Dear Julie,
Thanks a lot for the document, I think it is very good in order to starting a
revision of the existing constituencie´s available information.
As we wait for the analysis of the proposed stakeholder group charters, I would
encourage each constituecy representative in our working team to review the
document and make suggestions of changes and/or additions.

Dear Work Team Members,
Attached for your review and consideration is a draft preliminary analysis of
existing constituencies against the criteria in subtasks 1, 2, and 3 in
response to Action Item 1 from the 24 April 2009 meeting. This document also
is linked to the wiki at:
https://st.icann.org/icann-osc/index.cgi?constituency_operations_team. In this
preliminary analysis there appeared to be many instances where information did
not seem to be listed in constituency charters or web sites. These instances
are indicated in the attached document with an "X" or "? NEED INPUT." In these
cases perhaps those Work Team members who represent constituencies may be able
to provide suggestions for locating the information if it is available.
Soon to follow is an analysis of the proposed stakeholder group charters. This
task likely will require less research as there are no sources other than the
charters (such as web sites) to analyze.
Thank you very much for your assistance. Your comments and suggestions for
improving this document are greatly appreciated.
